there are no safe brokers but I can tell you that oanda has had any problems with US regs unlike forex.com and FXCM (lol). traders way isn't regulated however they have cTrader available but they do charge shit to of fees now with oanda you can trade below micro lots if you want to test you strategy with like 50$ in your account just my 2 cents

Oanda has two options for traders in their pricing.
One with with commission and a slightly lower spread, or you can opt out of commissions and get pure spread only.
Both are extremely reasonable. The typical spread on Oanda without the commission is around 2 PIPS on EURUSD, with the commission it's about 1 PIP.
I have accounts at both Oanda and Traders Way, and I've never had a problem with either of them. I do like oanda though, because on smaller accounts you can trade smaller than 0.01 lot sizes on their standard forex accounts.

OANDA is a good broker from what I've heard and read. I've seen very very few bad reviews - everything else is positive. I've never tried to trade with them, but got curious now... and it sounds 'safe' enough :D

My recommendation is that whatever broker you pick because someone recommended them to you, always check for yourself whether there have been any warnings or fines against them. (https://www.forexbrokerz.com/news/tags/warning). Do your own research and if you’re satisfied with the results and the terms and conditions of said broker sign up with them.
