I'm looking for a programmer who is willing to build a couple completely new MQL4 indicators for myself and themselves. These indicators cannot be found on any commercial website - trust me, I've looked far and wide.

What is your budget for the project?

His budget is: 'for myself and themselves', means you are already earning his idea..
